Pentagon war game launched operation Dark Winter, Andrews Air Force base.

Emphasized military's commitment to bio weapon / vaccines - dual use research. Robert Kadlec, was lead organizer of the pandemic simulation and coined its code name.

Tabletop scenario simulated small pox attack on US locations beginning in Oklahoma city (previous attack in 1995).

Participants explored the following strategies as the only rational responses to pandemic

Imposing Coercive

quarantines

censorship

mandatory masking

lock downs

vaccination

and expanded police powers

Failure in the Dark Winter case to quickly implement such counter measures allowed spread and would overwhelm America's response capabilities precipitating mass casualties, widespread panic, societal breakdown and mob violence. Pentagon summary of exercise concluded that scarcity of vaccines to curtail the contagion spread proved the most severe limitation on management options.

Dark Winter exercise eerily predicted many aspects just months later with anthrax letter attacks.

Foreshadowing became a recurring feature of each subsequent germ game.
