Had a roofing contractor drop a box of roofing nails in front of me on the freeway one day. I missed it as I saw it coming. The cops didn't need to shut it down the some 300 or so cars with flat tires did a really good job themselves.
You would be amazed at how many spare tires are flat as fuck.
