Neti pot is totally legit. Just never use tap water, because tap water can contain its own load of bacteria, mold, etc. - in short, you don't want tap water in your sinuses, ever. Always use distilled water; or, if none available,, water filtered through a high-quality filter (Berkey not Brita).
Do a quick search on common brands of bottled water - they're just tap water. Save up and buy a small Berkey, Lifestraw or some such; go in with a couple of your friends if you've got a couple of friends you can trust to co-own an asset.
Or, go old-school and build yourself a still. Imagine the looks on the LEO's faces when you explain the still is for water for up your nose.
