Whenever and where ever they see the opportunity to steal money, they just can't help themselves.
They have sticky, greedy fingers.
City councils break the law all the time with unconstitutional ordinances. But no one takes them to court because no one wants to pay the legal fees. The city has lawyers on retainer paid for with tax dollars.
Go figure that one out.
