I need some Anon assistance.

I need to know what happens when a service member whistleblower makes a complaint. If in the complaint, there is evidence requiring further investigation, where does that paperwork go to and who conducts an investigation with authority that rests outside and above the chain of command of the unit involved?

I have a lot of information I’ve compiled and have a good idea, but I’d like to hear it from someone else.
