I talked to a Chicago cop once who told me that there is an extensive tunnel system under the city and the whole thing is lined with surveillance cameras. And every once in a while they get orders to go down and shoo out a homeless person. I thought that was very strange. Why all of the cameras? What are the tunnels actually used for? And why the big rush to push a homeless person out?

I can see that they don't want an underground homeless population setting up camp. But this cop was saying that they go down and shoo them out for just wandering around.

>there is no bar,

But once a person repents and accepts Jesus as their Lord & Savior, and the Holy Spirit of the Lord enters their heart, they will no longer want to be evil. An evil person's heart is hardened. But the Holy Spirit softens a person's heart and then the person wants to do the Lord's will instead of the will of Satan.
