If one entity owned all the known deposits of boron, could they be enticed to keep the price artificially high to discourage agricultural use? Could they be convinced not to promote/market the health benefits of consumer use?

Maybe, if in exchange they had help permitting miningof other substances, pretty much anywhere in the world.
