you're asking the wrong question
not "to who" but "why"
Jesus wasn't talking about all of the Jewish people being evil. He was talking to the religious leadership…the equivalent of crooked politicians of today since the people were lead by the "priests". The Sanhedrin.
These were the same people who took advantage of the people who came to offer sacrifices at the temple. That is why Jesus ran them out. They loved their money.
