I've frog marched hundreds (maybe thousands) of handcuffed prisoners and this video definitely looks like she may have been cuffed; both by the way she's not moving her arms in the direction she's falling, which is instinctual, and by the agents/officers grasping her by the upper arm/armpit area, which is really all you have to work with when they teeter…think intoxicated.
