Distributed Denial of Service attack. A bunch of hackers/spammers send a zillion packet requests like they're trying to "load" the page and it overloads the target's servers so NO ONE can use the webpage.

 

It's the most-heavy handed and brute-force way of shutting a site down. It'd be like having a million phones all dialing a businesses number at once to make sure real customers couldn't get a call through.

 

It's the reason most websites use a CDN like Cloudflare to protect against those attacks, and it's why the Rothschilds bought out Cloudflare (the biggest CDN) so they could remove 8chan/8kun from its protection so they could spam and destroy the board the heavy-handed way when regular old fashioned porn spammers and shills weren't doing the job.
