This was my guess - stack the SC with corrupt Dems with an axe to grind against POTUS and team, let them be predictably stupid in their crooked efforts, all whilst No Such Agency is tracking them, and the resultant corruption means they are not liable for target, and can look over all their past corrupt actions by 2nd SC headed by TG.
IMO a legit team under Mueller also going after legit targets like Tony Molesta's firm, foreign contributions etc.
I'm still stunned by the level of operational planning to pull something like this off. No movie script could capture or do it justice.

Disinfo is necessary, as we have seen - Q's fake may have purposely been ambiguous.
