I think I get the logic of the Biden administration handing out pipes and syringes. First Biden opens the borders so Fentanyl can flood in and potentially and eventually kill every drug user out there. Then they hand out pipes and syringes to more efficiently get the job done. Kill off the druggies and joila! The homeless and the druggies that the liberals are responsible for creating go away. Problem solved. The icing on the cake is to call it racial equity.
