Kouchner’s tenure in Kosovo was plagued by controversy andaccusations of involvement in human and organ traffickingmasterminded by the Albanian mafia gangs within the Kosovo Liberation Army (KLA).
Carla Del Ponte, former chief prosecutor for war crimes in former Yugoslavia, detailed these crimes in her book The Hunt: Me and the War Criminals, which was published in 2008 just after Kosovo declared its independence.
In 2010, an interim report by the Council of Europe vindicated Del Ponte’s claims, which had garnered skepticism and criticism from the NATO-aligned media and spokespeople. Del Ponte persistently complained, at the time, thatUN authorities in Kosovo were systematically blocking her investigations into crimes committedby the Kosovo Albanians in the KLA and the rebranded Kosovo Protection Corps (KPC).
James Le Mesurierwas responsible for the rebranding of the KLA, linked to Al Qaeda at that stage alongside the Albanian warlords, and their transformation into the Kosovo Protection Corps while they were being accused of running cross-border organ trafficking operations.

It also said that there were“compelling” indications that KLA fighters had been involved in organ-trafficking,although only on a very limited scale with a few individuals involved.
“A small number of individuals werekilled for the purpose of extracting and trafficking their organs,”the task force report said…
According to Montgomery, theUNand NATO should take some responsibility for what happened after the Kosovo war because “this happened on their watch”
“They are not responsible for the killings but they had legal authority over the areas where this happened,” he said.

In April 2014, the Assembly of Kosovo considered and approved the establishment of a special court to try cases involving crimes and other serious abuses allegedly committed in 1999–2000 by members of the KLA.[23] In June 2020 the Kosovo Specialist Chambers and Specialist Prosecutor's Office filed indictments for crimes against humanity and war crimes against a number of former KLA members, including the former president of Kosovo Hashim Thaçi.[24]
