He when he banned people he made a lot of noise, which made him look effective. also he propped up his own strawmen so he could ban that when nobody else bannable was around. Also that whole thing around babyfist was trumped up to make him appear even more effective. In the face of effective policing people will overlook that the cop is an actual nazi.
