The transfer of space technology did not just start recently. A significant shift was codified around 1999 when then president WJC directed Loral to transfer multiple satellite launch capability to the CHinese.
The US at the time was the world leader in expendable launch vehicle capability, with the best orbital insertion accuracy in the world.
