To understand China, it might help to hear the following:

 

A friend of mine had strong and decade long business relation in China.

 

More than once the trade negotiations went as follows:

 

  • they were happily meeting day after day and agreeing on the trade terms

  • when the final day of signing the contracts approached, the Chinese suddenly turned up with different numbers or with lawyers and demanded to sign a different deal

  • they never succeeded into bullying the European partners into a sudden different agreement but they more than once caused major financial damage because trade partners were already waiting for the deal to happen and had made prearrangements.

  • In China, betraying is not seen as something bad or sinister like in the christian culture. They almost have an understanding that he, who manages to betray everybody else, is the rightful winner.

  • thats why you see contaminated baby food in china and nobody seems to give a fuck.

 

So Kim making last minute changes to the deal is most likely a chinese idea whispered into Kim's ear by the bigger brother, who does not want to lose his bully state next door.
