Basically, a global UN but very limited form of Federal government. Independent nationals (ie: Peoples) will be free to govern themselves while international commerce and other dealings will be handled by the Jerusalem body.
I believe Protocol 9 outlines it, but it's been a while so not 100%. Like I said, if you just read the damned guide book, you don't have to play guessing games.
