Intercepted semi-submersible carrying four tons of cocaine

This shipment of narcotics is the largest seized by the Colombian Navy at sea in the last two years.

Offensive operations carried out by Units of the Colombian Navy against drug trafficking on the Nariño coast, allowed the interdiction of a semi-submersible when it was sailing in Colombian waters, manned by four individuals who were transporting four tons of cocaine. With this blow, the largest dealt by the Pacific Naval Force in the last two years, the trafficking and consumption of 10 million doses of the narcotic in countries of the region and the income of nearly 150 million dollars to the finances of the Farc dissident group “Bloque Occidental Alfonso Cano”.

With information from Naval Intelligence, Units of the Tumaco Coast Guard Station and a Naval Aviation Maritime Patrol plane, they deployed the interdiction operation 68 nautical miles from Tumaco, where the semi-submersible naval device was intercepted, manned by four subjects between those who were a foreigner, who were moving towards the coasts of Central America.

At the time of inspecting the 15-meter-long naval artifact, 200 sacks with 4,000 rectangular packages were found, apparently with illicit substances, for which they were transferred to the pier of the Tumaco Coast Guard Station, where members of the Technical Corps of Investigation of the Attorney General's Office, they carried out the approved preliminary identification test that showed positive for cocaine hydrochloride.

The four subjects were captured and placed at the disposal of the Prosecutor's Office, where in concentrated hearings with the Judge for the Control of Guarantees and the Prosecutor of the Specialized Directorate against Drug Trafficking, they were charged with the crimes of: drug trafficking, manufacturing or possession; and use, construction, marketing and possession of semi-submersibles or submersibles.

Likewise, the Prosecutor's Office established that an arrest warrant weighs against the foreigner for extradition purposes, in response to a request from a United States district court that requires it for different charges related to drug trafficking.

This type of semi-submersible with diesel engines, valued at half a million dollars, has characteristics similar to the so-called "Son of the Devil", seized by the Pacific Naval Force Units, in February 2019, in Timbiquí - Cauca. Also, they have the capacity to transport up to five tons of narcotics, which is why they are commonly used by drug trafficking organizations to send larger quantities of illicit drugs to Mexican cartels.

It should be noted that, in the month of September 2019, another semi-submersible type device was intercepted when it was sailing in the waters of the Colombian Pacific, in which three subjects were transporting eight tons of cocaine hydrochloride. The operation was carried out by the Colombian Navy, with the Colombian Air Force and United States authorities.

The Colombian Navy will continue deploying all its operational capabilities to counteract the criminal actions of the FARC dissidents that commit crimes in the South Pacific region of Nariño, ratifying its commitment to the protection of the national territory and the well-being of all Colombians, at the same time that invites the entire community to submit information to prevent the illegal use of waters under its jurisdiction, through lines 146 and 147 available 24 hours a day.

On Wednesday, two people died and five others were injured due to a car bomb attack against the Colombian Army 21st Infantry Battalion in the Meta department.

The fatal victims are a motorcyclist who was passing by and Yover Rojas, a soldier who tried to prevent the entrance of the bomb car to the battalion's facilities.

"Attackers intended to enter the vehicle undercover as a food transporter," Fourth Army Division Commander Major General Antonio Beltran stated, adding that Sergeant Adolfo Medina, Corporal Juan Rizo, and soldier Alejandro Rivas were wounded when the car exploited.

In the Meta department, the paramilitary group Colombia's United Self-Defense Forces (AUC) operates along with the “Jorge Briceño” Front, which is an armed group that did not join the 2016 Peace accord signed between the Colombian State and the Revolutionary Armed Forces of Colombia (FARC).

These groups usually extort officers and the civilian population to gain new territories for drug trafficking and illegal mining activities. "We are here with a clear and categorical message to these terrorists: we will not rest a minute until we capture them and ensure that peace of mind is restored in our department," Meta Governor Juan Zuluaga stated.

On January 20, another car bomb exploded in Saravena municipality in the department of Arauca and killed one person. On Sunday, a similar attack in the police station of Padilla town in the Cauca department left three citizens injured.

“We must redouble security efforts to prevent that our country continues to be bathed in blood," Beltran stated, stressing that armed violence can only be counteracted with a comprehensive strategy.

Trucker convoy: Kids in 25% of vehicles could ‘complicate’ response, cops say

Ottawa police are raising concerns about the safety of children living in “Freedom Convoy” trucks and say their presence “complicates” efforts to end the demonstration.

More than 100 of the trucks remaining as part of the nearly two-week-long protest in downtown Ottawa are estimated to have kids living in them, OPS Deputy Chief Steve Bell told media in a briefing Tuesday afternoon.

“Almost 25 per cent of the 418 trucks have children living in them — children who could be at risk during a police operation,” Bell said.

“There’s a multitude of concerns” he said, citing effects from carbon monoxide, diesel fumes, cold, noise and a lack of access to sanitation on kids.

Ottawa police have tapped the Children’s Aid Society (CAS) for advice on how to proceed with enforcement operations in the downtown core.

They’re not seeking to take the kids out of the trucks or away from their parents at this stage, Bell said, but will follow the recommendations of CAS.

“We’re not at the stage of looking to do any sort of enforcement activity around that,” he said.

“We just think it’s an important factor that complicates and makes this an even more challenging operation.”

Enforcement becoming dangerous, complex for police

To date, police and bylaw officers have issued more than 1,300 tickets for traffic violations, made 23 arrests and have 85 active criminal investigations related to the protest, which began as a response to vaccination mandates but has expanded to include a wide umbrella of anti-government sentiment.

OPS are also liaising with U.S. and international intelligence agencies to track emailed threats to public officials originating outside Canada.

Bell said that OPS worked with Ohio police on Monday to arrest a man accused of phoning in “fake” threats to “deceive and distract” emergency resources.

Efforts to enforce a ban on refuelling and other actions to reduce the convoy’s footprint are increasingly meeting resistance from demonstrators, Bell said.

Police attempting to seize fuel downtown were “swarmed” by a group of demonstrators, he said, resulting in minor injuries to some officers.

“Recent aggressiveness towards our officers is unacceptable,” Bell said.

He also said it’s “greatly concerning” to see the “level of sophistication” from protesters in countering police enforcement operations.

The past few days have seen demonstrators fill jerrycans with water in an attempt to confuse police enforcing the fuel ban and trucks have had their brakes cut or wheels removed to stymie efforts to remove them from the downtown core.

“There’s many layers of complexity to dismantling this occupation,” Bell said.

The deputy chief said that “all options remain on the table” when it comes to possible legal avenues to rout the protest, but did not say whether the city or local force would head to court or petition federal or provincial governments for additional declarations in order to end the protest.

Bell renewed calls from Chief Peter Sloly and Ottawa Mayor Jim Watson on Monday for an additional 1,800 sworn and civilian members to join the OPS from federal and provincial sources.

He reiterated that police have good communication channels with the RCMP, OPP, Sûreté du Quebec and other municipal forces, as well as higher levels of government, but did not say Tuesday whether any of the requests for additional officers have been granted.

Having a larger complement of officers on hand will be key to enforcing the refuelling ban and other efforts to stamp out the convoy’s footprint in Ottawa, Bell said.

“That’s why we’ve made the large ask we have, so that we can have the presence we need to successfully, expeditiously and quickly end this occupation.”

Bruce Heyman, a former U.S. ambassador to Canada under Barack Obama, said it was “wholly inappropriate” for U.S. senators, governors and states’ attorneys general to suggest support of the trucker movement and interfere with Canada’s domestic affairs.

“It’s so incredibly scary and disappointing,” he told Global News in an interview from Chicago.

“There’s a group now within the Republican Party that … is willing to go cross what I consider to be a red line — and that red line is to be promoting disruptive activity in our neighbour, friend and allies’ backyard,” he said.

Man upset over Canada’s mask mandates makes bomb threat to Ohio’s Ottawa

A man who wanted to join the protests in Canada’s capital over mask mandates called in a bomb threat so police would waste their time chasing it, authorities said, but he called the wrong Ottawa– a village in Ohio.

The man, a 20-year-old from Akron, Ohio, called the Putnam County Sheriff’s Office twice Monday, said sheriff’s Capt. Brad Brubaker.

The first time he made a bomb threat, and then in a second call he said he had been shot, Brubaker said. That’s when the man found out he was talking with someone in Ohio.

“He wasn’t paying attention and just called the first number he found,” Brubaker told The Lima News. “He said he was mad about mask mandates.”

The sheriff’s office said it would ask the county prosecutor to consider charges against the man.
