Yup - if the vehicle is registered you've got a right to be on the road. If you (at least try to) keep moving, is it your fault if you're held up?
If there are roundabouts at eifher end and traffic circles back, who is breaking any law?
Any other time, how often do "authorities" ever help to free things up - nah just leave you sitting there.
