I've wondered the same thing.
I took it to mean that since McCabe was no longer employed by DOJ, Horowitz could not recommend any action being taken against him.
Having said that, it pissed me off, too.
BC claims to be JA. At first they claimed to be an insider from USAF. Q called them out, so they changed their twitter page. It's full of stupid BS. They pretended to call out WikiLeaks. That person or person is totally off their rocker. It will be interesting to see what they do between now and 6/11, when they claim JA will be free. Anyone that beliefs their BS really lacks discernment.
