It just hit me. "Sum of All Fears" had a nuke at a football game. Symbology (URL below) tells me that when we see "nuclear" in the news, replace it with "blackmail" and the story will make more sense.
So, what I saw just now from the above, above the Superb Owl being "the largest human trafficking once a year swap meet in the world"?

Not a physically-explosive one, anyway.

Maybe the DHS presence is to contain them as the news is released during the game?
