Most have some level of infiltration, which is why I believe Space Force was created. I played hospice for a VA patient and can tell you for a fact that there are some really good people in the ranks and there are some opportunists too.
This is why I say that all investigations should be a composite of various agencies and not given to any one bureaucratic entity. Disparate workers keeps them honest because facts must be registered which would show intent if they weren't.
