Where can we find the actual proclamations for 1. invoking and for 2. revoking the declaration of emergency?

There is a mismatch between proclamation invoking emergency and the press release describing the reason for the proclaimed emergency.

 

Note that the text of the actual proclamation does not mention the city streets of Ottawa. There was no blockade there; and no interference with international trade there. Also, the proclamation did not mention 'occupation' of the city of Ottawa; there was no occupation but only a peaceful and lawful demonstraton, as per the twice-visited judge who rejected a long list of injuction measures demand by the City of Ottawa and granted only a restriction on the big horns.

 

Meanwhile the Press Release was entitled, "Federal Government declares a public order emergency under the Emergencies Act to end disruptions, blockades and the occupation of the city of Ottawa."

 

The PR said, "the declaration of a public order emergency under the Emergencies Act, to end disruptions, border blockades and the occupation of Ottawa’s downtown core."

 

Clearly the PR focus was on Ottawa but that was not the focus of the actual proclaimed emergency.

 

The judge who rejected other injunctive measures, and twice affirmed the demonstration was lawful, did not refer to the protestors as an occupation nor as a blockade.

 

At least according to various reports.
