I don't personally follow the idea that Trump is in charge of anything. I think at best there is a certain level of information being shared with Trump behind the scenes in the event that a contested election is over turned, limiting the delay of power transfer, but I think that since JB was technically inaugurated, he retains technical presidential powers.
