Flushing them out was needed for people that have no clue, and that seems to have worked but you will never convince the cronies which is probably around 20 mill in the US alone.
Let's not play whack a mole. They come out, prosecute them publicly and reduce the mole population.
If you startle the rats, they will borough elsewhere, breed and multiply.
Treat it like an infestation.
