It might not mean much. DLA runs, or did at least, run all the perishables and Food Service type contracts. For example, if you are a contractor who won a contract to operate a Dept of Labor "Job Corps" center - you would have the ability to use the DLA 'Troop Support" or other ordering contract to stock your Job Corps cafeteria and feed all your students for example. But baby diapers I don't know and I know it might be diverted to the import of non-citizens.
