The rule of law = freedom; where the minimum number of laws allow the individual maximum freedom without infringing on another's freedom.

I'd agree with that - the fewer laws the better. The Ten Commandments seem to me to be the most concise yet potentially all-encompassing laws, setting out humanity's obligations to his Creator and his fellow man. From them all case law could (and should, imo) be developed.
