It's not being used correctly.

 

If you want COMPLETE control (or far more control than they are getting right now, evidently), you would tell people to send to an address that ONLY you have the only access to: by creating the wallet and generating the address yourself.

 

But AFAIK, what is happening here, the truckers or whoever, are using a crypto exchange instead of a wallet truly of their own, and have made public an address that the exchange actually controls.

 

So thus, all the law enforcement has to do is contact the exchange and tell them to freeze the account that is connected to that address, or hold all crypto sent to that address and make it unavailable to the account holder.
