Petty tin-pot dictators wield no moral authority, thus their grip on power is tenuous at best. They become targets of their inner circle and the harder they grasp for control, the weaker they look. Power is an illusion. The appearence of power is what moves people, and weak leaders appear powerless, which invites resistance from without and from within.
If you think you're gonna win, what's another day or two? If you think you're gonna lose (in parliment) then you shut down debate, call in the storm troopers, claim "safety" concerns, and hope a protester does something stupid on camera to justify your horrific strongarm response.
