It means the Presidential Records Act is a bunch of bullshit. Mainly because it's Congressional overreach. By directing the president in what records he should keep and how to keep them, the Presidential Records Act is the legislative dictating how the executive should conduct its business. Legislative is not supreme over the Executive. 3 EQUAL branches of government.

 

Secondly, it's been established at the lower Court level, specifically in the case of Armstrong v. Bush the president gets to decide how the process of archival when it comes to his records like WH logs and such.

Basically, the above states, the President by law is obligated to keep all records, but has the discretion on how those records are shared. SO Trump's WH logs exist, he just doesn't have to voluntarily show them.
