Because most Canadians are cowards and waiting to see how this plays out. This is most people they just want to dip their toes in the struggle for freedom but really want to let others do the work…no different than q tards trusting them plan. Obviously things would be effective if people made the right choices…but people are cowardly and lazy and anything that lets them pretend that they aren’t is embraced. Like trusting the plan but never getting involved.
