OTTAWA — Canada announced plans Tuesday to deploy hundreds of additional troops to eastern Europe and impose new sanctions against Russia as Western democracies rushed to respond to the deployment of Russian forces into Ukraine.
Prime Minister Justin Trudeau responded to Russia’s actions during a late afternoon news conference in which he accused Russian President Vladimir Putin of having ordered an invasion of eastern Ukraine – and attacking democracy.
“Russia’s flagrant disregard for the independence of a sovereign nation is a serious threat to security and stability in the region and around the world,” he said.
“Canada and our allies will defend democracy. We are taking these actions today in a stand against authoritarianism.”
Yet it remained unclear what if anything the new measures, which Trudeau announced in concert with similar moves by Canada’s allies in the United States and across Europe, would do to end the crisis.

OTTAWA—Russia’s ambassador to Canada criticized Justin Trudeau’s decision to send more military personnel into Ukraine, denied Russia will invade Ukraine, and says the Liberal government’s portrayal of an epic battle against authoritarianism is cartoonish and unhelpful.
In a wide-ranging interview with the Star Thursday, a day after the prime minister announced Ottawa will send non-lethal military gear, expand a military training mission in Ukraine along with offering intelligence and cyber defence support, Ambassador Oleg Stepanov said it is regrettable that Canada will extend its military presence and supply Ukraine with more equipment.
Canada will provide about $2 million worth of metal detectors, thermal binoculars, laser range finders, armour plates, webbing, tactical medical bags, and is slated to ship the material in the next two to three days, said the Department of National Defence. It’s not yet known when the additional 60 Canadian Forces personnel would be deployed. But it will not send lethal weapons, yet — a decision the government is still considering.
