The U.S. Department of Defense’s Biological Threat Reduction Program collaborates with partner countries to counter the threat of outbreaks (deliberate, accidental, or natural) of the world’s most dangerous infectious diseases. The program accomplishes its bio-threat reduction mission through development of a bio-risk management culture; international research partnerships; and partner capacity for enhanced bio-security, bio-safety, and bio-surveillance measures. The Biological Threat Reduction Program’s priorities in Ukraine are to consolidate and secure pathogens and toxins of security concern and to continue to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats.

 

Current executive agents of the Biological Threat Reduction Program in Ukraine are the Ministry of Health, the State Service of Ukraine for Food Safety and Consumer Protection, the National Academy of Agrarian Sciences, and the Ministry of Defense.

Sanitary-Epidemiological Department (SED) of the Medical Command of the Ukrainian Ministry of Defense received four mobile laboratories from DTRA with the goal of reinforcing the system of epidemiological surveillance in the Armed Forces of Ukraine. The Ukrainian Ministry of Defense received an official Order from the Cabinet of Ministers of Ukraine concerning the deployment of the mobile labs to the regions of Kyiv, Lviv and Eastern Ukraine to help with the COVID-19 response.

Ce jeudi 24 février, vers 4 heures, le président russe Vladimir Poutine a lancé une « opération militaire » en Ukraine. Le pays dénonce « une invasion de grande ampleur ». On fait le point sur ce qu’il s’est passé ces dernières heures.

Le président russe Vladimir Poutine a annoncé ce jeudi, vers 4 heures, dans une déclaration surprise à la télévision une opération militaire en Ukraine pour défendre les séparatistes de l’est du pays. « Nous nous efforcerons d’arriver à une démilitarisation et une dénazification de l’Ukraine », a dit le maître du Kremlin, promettant de conduire « au tribunal ceux qui ont commis de nombreux crimes, responsables de l’effusion de sang de civils, notamment des citoyens russes ».

 

Il a appelé les militaires ukrainiens « à déposer les armes ». Il s’est adressé à ceux « qui tenteraient d’interférer avec nous (…) ils doivent savoir que la réponse de la Russie sera immédiate et conduira à des conséquences que vous n’avez encore jamais connues ». Quelques heures auparavant, le Kremlin avait annoncé que les responsables des « républiques » séparatistes prorusses de l’est de l’Ukraine avaient demandé l’« aide » de Vladimir Poutine pour « repousser l’agression » ukrainienne.

Le ministre ukrainien des affaires étrangères, Dmytro Kouleba a annoncé jeudi le début d’une « invasion de grande ampleur de la Russie ».

Peu après les déclarations de Vladimir Poutine, à partir de 4h30, de puissantes explosions ont été entendues jeudi matin à Kiev, Odessa (sud) et dans l’est de l’Ukraine, selon des journalistes de l’AFP. Dans la capitale, au moins deux explosions ont été entendues dans le centre-ville. Dans la ville portuaire de Marioupol, plus grande ville ukrainienne proche de la zone de front, plusieurs personnes ont indiqué à l’AFP entendre des bombardements d’artillerie. Plus près du front du conflit de l’est, à Kramatorsk, au moins quatre explosions puissantes ont également été entendues par des journalistes de l’AFP.

Ensuite, peu avant 6h45, l’Ukraine a été attaquée par la Russie le long des frontières russe et bélarusse, ont déclaré dans un communiqué les garde-frontières ukrainiens. « La frontière d’État ukrainienne a été attaquée par des troupes russes depuis la Russie et le Bélarus », a indiqué ce communiqué selon lequel les attaques ont notamment été réalisées à l’aide d’« artillerie ».

L’armée russe a affirmé, vers 7h15, avoir détruit les systèmes de défense anti-aérienne et mis « hors service » les bases aériennes de l’Ukraine, où Moscou a lancé dans la matinée une opération militaire. « L’infrastructure militaire des bases aériennes des forces armées ukrainiennes a été mise hors service », a indiqué le ministère russe de la Défense, cité par les agences de presse russes. « Les installations de défense anti-aérienne des forces armées ukrainiennes ont été détruites », a-t-il ajouté.

 

De son côté, l’armée ukrainienne a affirmé vers 7h15 avoir abattu dans l’est du pays cinq avions et un hélicoptère de l’armée russe qui a lancé dans la matinée une opération militaire contre l’Ukraine.
