Why are the Russians interested in taking Chernobyl?
It's ostensibly a radioactive wasteland.
It is also somewhere that has been shut away from prying eyes for 40 years.
Why hold the staff hostage? OR detained?

Is the cabal using Chernobyl to manufacture unregistered/rogue nukes?
What could possibly cause radiation emission levels to increase if the site is only a static set of 3 shut down/destroyed reactors?
