I think they planned to completely destroy Trump and his family if Hillary would have won. While evidence could have been fabricated, they probably didn't know he was clean, and figured on getting him on something via the use of illegal surveillance. A Clinton win would have had those of us who were critical of her, including Trump, gone forever.
