There are much fewer pixels on the image on the right so black pixels will appear more robust. So the finer subtleties of the signature will be over exaggerated because of the contrast (black on white). We can't confirm for sure, but to me it looks the same, but that's just me.
We'd know for sure with both examples at the same resolution.
That letter is generic as fuck. That signature is from a factory I bet. Anybody can receive this letter from the president if they send a letter of support. Anybody can get a physical copy of the president's signature if they mail the president
