"turning on starlink" doesn't just give people internet access
every single user that wants to have internet access must have a starlink antenna
And no, you can't just re-purporse a general RF dish parabolic and point at the "right spot" in the sky
The starlink antennas are patch array antennas with proprietary antenna band steering in order to maintain link with the starlink satellites
On top of that
This proprietary emitter/receiver (antenna) is mounted on a servo controlled gimble to dynamically steer the antennas physical orientation in order to maintain line of sight with the satellites passing over-head
Unless Elon decides to provision the network for 3rd part CPE (client point equipment) this is not going to just "turn on free internet" for all of Ukraine.
And even if he were to allow "any" antenna/radio operating in the right frequency band to connect to his satellites;
The fact that all of this dynamic steering is baked into the Starlink units suggests a stacticly pointed antenna is not going to get it done for best link quality
The starlink antennas are meant for like, residential and small business applications, at least what has shipped so far.
It's not built to be the backbone link for an ISP
Not in its current deployment.
It's not hard to provision the starlink network for, and to deploy equipment that could sustain a backbone link for ISP provisioning to a whole country
But that is NOT happening with the Starlink CPE currently out in the wild
So TL:DR I don't understand what all the celebration is about here.
