It will be those owed money by Russia that will be obsessing. Russia can no longer pay these countries. In effect, Russia is now off the hook for all foreign liabilities by being removed from SWIFT. The EU isn't too swift.

Actually that's exactly what Democracies do. In a Democracy the government has the ultimate power. In a Republic the power is given to the people and governments power is limited by law. Of course you're a member of Congress so why bother knowing that.
