The Next 100 Years

The Chernobyl Shelter Fund, set up in 1997, finances the Shelter Implementation Plan to transform the damaged Chernobyl Unit 4 to a more environmentally stable condition. The NSC structure and ISF-2 are two key components of that program. The NSC structure is designed to contain the radioactive remains of Unit 4 for the next 100 years.

The ISF-2 will provide a crucial component of a preparatory stage for the decommissioning of Units 1, 2 and 3. It will provide dry storage for at least 100 years for the more than 20,000 spent fuel assemblies from the operation of Chernobyl.

University of Kansas deploys Black & Veatch’s Rapid Modular Health System units to combat COVID-19

Four of the plug-and-play units offer rapid, mandatory coronavirus testing capabilities for school’s returning students, staff

Looking to mitigate the spread of the novel coronavirus on its campuses in Lawrence and Overland Park, the University of Kansas has deployed four of Black & Veatch’s mobile, secure Rapid Modular Health System (RaMHS) structures to assist with free, mandated COVID-19 testing of students, faculty and staff returning for fall classes.

The modules – the first delivered the week of Aug. 10th for immediate use in advance of the university’s resumption of classes this week – were deployed on or near the university’s roughly 24,600-student primary campus in Lawrence. Those units include one outside of the campus’ Watkins Memorial Health Center.

The university has said that testing results should be available within 24 to 48 hours after the lab receives the samples. Results of the initial testing will help determine the frequency and type of future screenings, the university has said.

Developed by Black & Veatch – a 105-year-old global infrastructure leader with vast experience in pathogen-tracking methods and the construction of biological safety-related facilities – the RaMHS units are scalable, intermodal containers transformed into comfortable sites for COVID-19 screening and other diagnostic purposes. These windowed modules come in various sizes and configurations, electrical hook-up ready, weather-resistant, climate controlled, and lockable, providing security for personnel and equipment in any environment. The units can be outfitted with the latest in COVID response technology from a variety of partners.

The university’s rollouts of the RaMHS units coincide with the school’s “Protect KU” push to safeguard students and faculty, along with the communities where the university has a presence. Anyone who tests positive will be asked to stay off campus and interface with local health officials until they are cleared to return to campus.

The uniquely adaptable RaMHS module, which provides an alternate testing and screening site outside of traditional emergency room or doctor office settings, gives schools, health-care sites, office parks, government locations, commercial and industrial businesses, and retail locations the peace of mind of having a reliable, affordable coronavirus testing place within days. A RaMHS module already has been put to use by a Kansas City-area health system.

The climate-controlled RaMHS modules can be quickly daisy-chained to meet community and regional demands. In conjunction with other personal protective gear, this design can reduce exposure risks. RaMHS also is a hub where personal protection equipment can be disinfected and data can be harvested and analyzed to record and measure where patients have been.

The RaMHS program follows the recent announcement of Black & Veatch’s Growth Accelerator incubator to find and collaborate with startups and other innovators to expedite solutions that soften COVID-19’s impact. As a virtual, remote effort, the 2020 Black & Veatch IgniteX COVID-19 Response Accelerator has engaged companies and entrepreneurs who have real-time ideas about how to mitigate the coronavirus outbreak and need help commercializing, rapidly deploying and scaling those concepts.

Biological Threat Reduction Program

The U.S. Department of Defense’s Biological Threat Reduction Program collaborates with partner countries to counter the threat of outbreaks (deliberate, accidental, or natural) of the world’s most dangerous infectious diseases.  The program accomplishes its bio-threat reduction mission through development of a bio-risk management culture; international research partnerships; and partner capacity for enhanced bio-security, bio-safety, and bio-surveillance measures. The Biological Threat Reduction Program’s priorities in Ukraine are to consolidate and secure pathogens and toxins of security concern and to continue to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats.

Current executive agents of the Biological Threat Reduction Program in Ukraine are the Ministry of Health, the State Service of Ukraine for Food Safety and Consumer Protection, the National Academy of Agrarian Sciences, and the Ministry of Defense.

Ministry of Defense (MOD) COVID-19 Response Assistance

Sanitary-Epidemiological Department (SED) of the Medical Command of the Ukrainian Ministry of Defense received four mobile laboratories from DTRA with the goal of reinforcing the system of epidemiological surveillance in the Armed Forces of Ukraine. The Ukrainian Ministry of Defense received an official Order from the Cabinet of Ministers of Ukraine concerning the deployment of the mobile labs to the regions of Kyiv, Lviv and Eastern Ukraine to help with the COVID-19 response.

The European Bank for Reconstruction and Development (EBRD) is an international financial institution founded in 1991. Russian occupiers destroyed the flagship of Ukrainian aviation — the legendary An-225 "Mriya". This happened at the Antonov airfield in Gostomel near Kyiv, where the plane was. It will cost over 3 bln USD to restore the plane, the restoration shall be time consuming.

Ukraine will make every effort to ensure that the aggressor state pays for these works.

Russia has hit the Mriya as a symbol of Ukraine’s aviation capabilities. An-225 "Mriya" — avia giant, which holds records for transportation of biggest commercial cargo and longest and heaviest in the history of aviation monoloading, lifting capacity. Unfortunately, these options are lost today, however they will be definitely restored. The occupiers destroyed the airplane, but they won’t be able to destroy our common dream. Mriya will definitely be reborn. The restoration is estimated to take over 3 bln USD and over 5 years. Our task is to ensure that these costs are covered by the Russian Federation, which has caused intentional damage to Ukraine’s aviation and the air cargo sector.

Russia has destroyed our "Mriya" ( laterally translated as “lathe “dream”), but the dream of Ukraine to get free from the occupier cannot be destroyed. We will fight for our land and our home until we win. And after the victory, we will definitely finish our new "Mriya", which has been waiting for this in a safe place for many years. BitConnect Founder Indicted in Global $2.4 Billion Cryptocurrency Scheme

A federal grand jury in San Diego returned an indictment today charging the founder of BitConnect with orchestrating a global Ponzi scheme. BitConnect is an alleged fraudulent cryptocurrency investment platform that reached a peak market capitalization of $3.4 billion.

According to court documents, Satish Kumbhani, 36, of Hemal, India, the founder of BitConnect, misled investors about BitConnect’s “Lending Program.” Under this program, Kumbhani and his co-conspirators touted BitConnect’s purported proprietary technology, known as the “BitConnect Trading Bot” and “Volatility Software,” as being able to generate substantial profits and guaranteed returns by using investors’ money to trade on the volatility of cryptocurrency exchange markets. As alleged in the indictment, however, BitConnect operated as a Ponzi scheme by paying earlier BitConnect investors with money from later investors. In total, Kumbhani and his co-conspirators obtained approximately $2.4 billion from investors.

The indictment further alleges that, after operating for approximately one year, Kumbhani abruptly shut down the Lending Program. Kumbhani then directed his network of promoters to fraudulently manipulate and prop up the price of BitConnect’s digital currency, a commodity known as BitConnect Coin (BCC), to create the false appearance of legitimate market demand for BCC. Kumbhani and his co-conspirators also concealed the location and control of the fraud proceeds obtained from investors by commingling, cycling, and exchanging the funds through BitConnect’s cluster of cryptocurrency wallets and various internationally based cryptocurrency exchanges.

According to the indictment, to avoid regulatory scrutiny and oversight of BitConnect’s cryptocurrency offering, Kumbhani evaded U.S. regulations governing the financial industry, including those enforced by the Financial Crimes Enforcement Network (FinCEN). For example, although BitConnect operated a money transmitting business through its digital currency exchange, BitConnect never registered with FinCEN, as required under the Bank Secrecy Act.

“Crime, particularly crime involving digital currencies, continues to transcend international boundaries,” said Assistant Attorney General Kenneth A. Polite Jr. of the Justice Department’s Criminal Division. “The department is committed to protecting victims, preserving market integrity, and strengthening its global partnerships to hold accountable criminals engaging in cryptocurrency fraud. We thank our partners around the world for their continued efforts.”

“This indictment alleges a massive cryptocurrency scheme that defrauded investors of more than $2 billion,” said U.S. Attorney Randy Grossman for the Southern District of California. “The U.S. Attorney’s Office and our law enforcement partners are committed to pursuing justice for victims of cryptocurrency fraud.”

“Today’s indictment reiterates the FBI’s commitment to identifying and addressing bad actors defrauding investors and sullying the ability of legitimate entrepreneurs to innovate within the emergent cryptocurrency space,” said Special Agent in Charge Eric B. Smith of the FBI’s Cleveland Field Office. “Dressing up a tried and true fraud scheme with a new twist and basing it overseas will not deter the resolve and dedication of the FBI to meticulously investigate and bring such fraudsters to justice.”

“As cryptocurrency gains popularity and attracts investors worldwide, alleged fraudsters like Kumbhani are utilizing increasingly complex schemes to defraud investors, oftentimes stealing millions of dollars,” said Special Agent in Charge Ryan L. Korner of the IRS Criminal Investigation’s (IRS-CI) Los Angeles Field Office. “However, make no mistake, our agency will continue our long tradition of following the money, whether physical or digital, to expose criminal schemes and hold the fraudsters accountable for their illegal acts of trickery and deceit.”

Kumbhani is charged with conspiracy to commit wire fraud, wire fraud, conspiracy to commit commodity price manipulation, operation of an unlicensed money transmitting business, and conspiracy to commit international money laundering. If convicted of all counts, he faces a maximum total penalty of 70 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Kumbhani is at large.

The FBI Cleveland Field Office and IRS-CI are investigating the case.

Trial Attorney Kevin Lowell of the Criminal Division’s Fraud Section and Assistant U.S. Attorneys Daniel Silva, Mark W. Pletcher, Carl Brooker, and Lisa Sanniti of the Southern District of California are prosecuting the case. The Department of Justice Office of International Affairs provided indispensable assistance to the investigation.
