It's a reference to those Satanists on the dark path of whom most Christains cannot conceive.
Those people persist in Evil and relish it; they are still God's children - and are in for some very serious karma.

It takes a lot of persistence in the path of evil for them to keep on it like they do. Determination keeps them there.
God is the true Judge and Healer; knowing better than I do.
