I don't believe you would "strike" a bio-lab. You would destroy the forces defending it, set up a perimeter, and then send in the specialized units to contain and or destroy the contents. Think logically.
Theres no way to ensure that a thermobaric missile would destroy everything. We cant pretend to know the layout of each of these bio labs, and the vaults located inside. It is very possible that samples would survive and not even be touched by the blasts. My point is, that the military strikes we are seeing are against the defenders of said bio-labs.
