40/60 was "the deal" after much insistence from anons. Of the 40% that the public is aware of, let speech do what it does best; seek Truth. Of the 60% that is concealed to keep peace and prosperity possible, time may eventually make truths known. You're right, it is a journey. Our journey is help each other explore the 40% as much as possible.
Obviously those with "all" of the intel share in the sentiment that Free Speech is the cornerstone of all of this. It leads to expression, press, and freedom of belief; all of which leads to a functional society. There are those that will never want (and probably shouldn't) see it all. That's why it was often repeated "the choice to know will be yours". For some, just knowing of it is enough. Others would need more proof, but there are ways to convey the proof without the substance of it being made available. Many would reject it even if they saw it.
It is a double-edged sword, but as the saying goes "You have to break a few eggs to make an omelet". In this case, some people might get exposed to some truths that have a huge impact on them psychologically that they will have a difficult time recovering from. Having said that:

I think most are more than capable of finding that for themselves. As more Truth is available (discovered and discussed), those that are comfortable with what they learn and allow to have an impact on their lives will press forward in what they seek to know and share. Those that get squeamish will stop where they see fit for themselves, and go on about their lives how they see fit.

Only response I can think of is "Move like turtle, strike like peregrine falcon". Let it sit in the back of people's conscious a while? It's probably going to hit like a trucker convoy when it's fully released, though.
