The locals don't even know how it got there.
It is currently owned by Karaite Jews, one of the oldest sects, that are against oral additions to the Torah. They strictly follow the Hebrew Bible.
The 'architect' of this structure also built the House of Chimeras in Kiev as well.

Looks like it was built for 10 - 12 ft giants.
