It's a character that can enter a stream of text when a server does conversions from one format to another (stupid programmers that haven't figured out how to use an OS that have yet to transition to UTF-8 yet, or and api or directly use UTF-8 up and down the code stack)
Based on the content I believe it may have been an emote particularly likely the WAVE emote, as is existant on apple phones.
