Mass surveillance is about control. Itā€™s promulgators may well claim, and even believe, that it is about control for the greater good, a control that is needed to keep a cap on disorder, to be fully vigilant to the next threat. But in a context of rampant political corruption, widening economic inequalities, and escalating resource stress due to climate change and energy volatility, mass surveillance can become a tool of power to merely perpetuate itself, at the publicā€™s expense.

 

A major function of mass surveillance that is often overlooked is that of knowing the adversary to such an extent that they can be manipulated into defeat. The problem is that the adversary is not just terrorists. Itā€™s you and me. To this day, the role of information warfare as propaganda has been in full swing, though systematically ignored by much of the media.

In September 2013, the website of the Montery Institute for International Studiesā€™ Cyber Security Initiative (MIIS CySec) posted a final version of a paper on ā€˜cyber-deterrenceā€™ by CIA consultant Jeffrey Cooper, vice president of the US defense contractor SAIC and a founding member of the Pentagonā€™s Highlands Forum. The paper was presented to then NSA director Gen. Keith Alexander at a Highlands Forum session titled ā€˜Cyber Commons, Engagement and Deterrenceā€™ in 2010.

Googleā€™s true origin partly lies in CIA and NSA research grants for mass surveillance

 

Two decades ago, the US intelligence community worked closely with Silicon Valley in an effort to track citizens in cyberspace. And Google is at the heart of that origin story. Some of the research that led to Googleā€™s ambitious creation was funded and coordinated by a research group established by the intelligence community to find ways to track individuals and groups online.

 

The intelligence community hoped that the nationā€™s leading computer scientists could take non-classified information and user data, combine it with what would become known as the internet, and begin to create for-profit, commercial enterprises to suit the needs of both the intelligence community and the public. They hoped to direct the supercomputing revolution from the start in order to make sense of what millions of human beings did inside this digital information network. That collaboration has made a comprehensive public-private mass surveillance state possible today.

 

The story of the deliberate creation of the modern mass-surveillance state includes elements of Googleā€™s surprising, and largely unknown, origin. It is a somewhat different creation story than the one the public has heard, and explains what Google cofounders Sergey Brin and Larry Page set out to build, and why.
