I emphasize that this is not an official statement by the National Security and Defense Council, this is a document, allegedly seized by hackers from the RaHDit team from the service networks of Ukraine, and merged by them into the Siloviki TG.

That is, it may be misinformation, but it does not contradict the data known to me.

Translation:

"I inform you that no real military assistance is expected from NATO to Ukraine.

As of March 4, 2022, more than 40% of the territory of Ukraine is captured and controlled by units of the Russian Armed Forces.

The civilian population continues to hastily leave the territory of Ukraine (as of 04.03. 180,000 people in 2022.

Conflicts between the Azov battalions and the Armed Forces of Ukraine have escalated, and the nationalist battalion is completely out of control.

Over 75% of the military potential of the Armed Forces of Ukraine has been destroyed.

In this regard, I ask you to take part in a closed extraordinary meeting of the RNBO Administration of Ukraine, which is scheduled for 17:00 on 03/04/2022 ."

re: >>15784332

I couldn't find any other, much less official, sauce for the document.

The article I found it in mentions it might come from a hack, or not …

The document also doesn't explicitely mention anything about "surrender"

Personally, I doubt Ukraine is gonna surrender anytime soon. just saying.
