the goal is to fill the beltway, a road circling the city so that nothing gets in or out. If you block one road, live traffic on gps will give you the next route to take. If you block that one and the next and the next… you will have to eventually block every entry to the beltway effectively blockading the city so noting gets in or out. This is the original goal. Every attempt to block traffic to 'stop the convoy' achieves the convoy's goal. This roadway system is a traffic jam half the day just from normal traffic as a starting point.
