If the truckers surround this district just outside the 10 mile radius they will not be invading the 'sovereign district'.
Is the military part of the sovereign entity?
But let's get down to the physical reality; if these buildings are within the radius they are or hold enemy combatants and have no authority over 'We the People'.

Wouldn't it be logical to describe this area as enemy combatants of the ? PEOPLE of the United States of America?
The January 6 'protesters' are political prisoners; one has already committed suicide. In 'normal' wartime situations an attempt would have already been executed to free these people.
