Article 3 (8) of the Aarhus Convention, "each Party shall ensure that persons exercising their rights under the provisions of this Convention shall not be subject to punishment, persecution or oppression in any form for their activities". Thus, the member states of the convention should take measures to protect environmental activists, employees of national parks and environmental organizations in Ukraine from military aggression by Russia.

Aarhus Convention of the United Nations Economic Commission for Europe on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters was signed in Aarhus in June 1998. Today, 47 countries are parties to the convention.
