This might seem like a dumb question but I'm not really that brite so bear with me hear.
Why does the handler need to with the target on a 24/7 basis? Is there some sort of conditioning process that needs to be repeated on a weekly / daily basis or is the "handled" individual going to start developing a self-identity and sense of independence?
Having a handler around all the time doens't seem like a great idea. It draws attention and raises peoples question marks and suspicions.
